HOA, Taxes, and Hidden Costs: What It Really Costs to Live in Sun City West vs. North Peoria
Stop comparing HOA dues in isolation. The real monthly number includes city tax, CFD assessments, and recreation fees — and they don't all line up the way buyers expect.

Sun City West is the lower-cost option, and it's not close. Between no city property tax, no master HOA for most homes, and a recreation fee under $1,200 a year for a couple, Sun City West runs meaningfully cheaper than North Peoria communities like Vistancia, where buyers pay both a monthly HOA and a Community Facilities District tax on top of city property tax.
Sun City West's cost structure
Sun City West is unincorporated Maricopa County. That single fact does a lot of work — there's no city government to levy property or sales tax, so the county handles services like roads and police instead.
- RCSCW annual membership: $598 per person on the deed, about $1,196 a year for a couple
- One-time Asset Preservation Fee at closing: roughly $5,400
- No master HOA for the large majority of single-family homes
- Golf and bowling billed separately if you use them
North Peoria's cost structure (Vistancia and similar communities)
North Peoria communities inside the Vistancia master plan work differently. The City of Peoria created Community Facilities Districts, or CFDs, to fund infrastructure like roads, parks, and utilities for the area. That CFD assessment shows up as its own line on your property tax bill — it's not optional, and it's separate from your HOA dues.
- Monthly HOA dues: typically $100 to $250, depending on the specific neighborhood
- Vistancia CFD tax: a recurring assessment funding the district's infrastructure debt
- Standard City of Peoria property tax, since the area is incorporated
- Higher home prices generally, which raises the property tax baseline too
What this means for your monthly budget
When clients ask me to compare the two, I tell them to stop comparing HOA dues in isolation. Sun City West's low recreation fee looks great next to a $200-a-month HOA in North Peoria, but the full comparison has to include the CFD tax and the fact that Sun City West has no city tax at all. Run the actual numbers for a specific address before you decide — estimates from a blog post, including this one, are a starting point, not a final answer.
Bottom line
Sun City West costs less to live in, on a recurring basis, than most North Peoria communities. That's not a knock on North Peoria — you're paying for newer construction, more amenities, and proximity to different shopping and job centers. Just go in knowing the CFD tax is real, it's permanent for the life of the district, and it belongs in your monthly budget alongside the HOA dues.
